What they are trying to accomplish is to have the state "NOT" convert it to campsites but use the land as a sort of "Arts" place. Restore the theatre, perhaps build some sort of convention place, refer the the website. To me it makes sense; the original deed indicated that the property was to be used in a manner "inconsistent" with the Adirondack park ( I.e. commercial) so they are pissed that the state wants to treat it like any other plot they own.
