There is also a ramp & steps going down to the outlet. My guess is the recent rave that got busted up the drain was the last straw plus the location has been put up on dozens of YouTube, blogs, websites, photo sharing site, Facebook, etc. Hopefully the dam keeps more people out (ravers would get their furry pants muddy).
