The ballast looks fresh, trains look recently moved. I would say the area is a holding yard for a tourism line if there is one in the area, or just storage.

Most of it looks like some kind of desert storage to me. I remember passing by the place all the time when traveling to Arizona from Vegas.

I can say with the certainty of being in the general area this is a yard full of related equipment to the Nevada Southern Railway. http://www.nevadasouthern.com/ They don't have mountains of money I don't imagine (they seem to run a rather seasonal service - gets cold in the winter and hot in the summer). It's right there on the side of the road if you are ever driving between Bolder and Las Vegas.
