They're both washers. The part above the tub is the ringer, a pair of spring-loaded rollers that squeeze excess water out of wet clothes fed into them.

Exactly Swamp Thing. My Mom had one like that back in the 70s and it was old!

I have a pristine one just like the unit on the left in my garage.. works good for washing coveralls etc. Keep the fingers away from those rollers though!
