  Yes it is, and the fact that it's still standing in Portland is a near-miracle unto itself.

What I've always found interesting is that if most people (myself included) saw this picture without any supporting information, we would assume it was an abandoned school. The building style, windows, fire escape, clock/bell tower, and what could be a gymnasium wing all give that impression.
