Okay... I can't get the color on this right. This was very disturbing stuff. It's bluish white. I think it might be insulation from inside the cinder blocks. Whatever it is, little specks of it are mixed in with the dirt. This particular heap makes a constant faint sizzling noise, as if it were made of pop rocks. I am sure it's very unhealthy and I did not touch it.

There's a type of insulation called Sonolite or something similar. It's a blueish pellet sized thing which you pour down the holes in a cinderblock wall to insulate it. It's very popular in industrial and commercial buildings - perhaps that's what it is?

That sounds right. If you look into the partially wrecked walls you see something like it in the cinder blocks.
Would that account for the sizzling sound, though?
