Yes, those are hydraulics. I'm guessing this is a gate once used by the factory to allow access to the sewer system. Those are some pretty old hydraulic cylinders too.

To add, the metal behind the hydraulic cylinders is sheet piling which lines the Milwaukee River in these parts. Would have been cool to see how this hydraulic system used to work >.>
