Most are not prefab. Only small sections are prefabbed. The wood is for the mold for the poured concrete.

Ranger is right, thats just a concrete form. All the plastic you see is to cover the concrete so it will hold moisture and cure much harder than if it was to dry in the open air.

Most drains are prefab RCP, all the way up to 12 foot diameter, but they sometimes have to use poured sections for complex junctions and stuff. The common term for the wood used to contain the concrete when it is poured is 'formwork'.
