It's odd that the "Regulations" seem to be speaking of the toilet, but they mention "bath water" in #6.

Yeah, it's just weird that the picture on the plaque is of a toilet and yet a couple of the regulations (2 and 6) refer to baths the others refer to toilets. I would have assumed that it would either cover several bathroom topics or just one.
Also, was Fred a traveler in his younger years? I just noticed the pamphlet in the background. Looks like it's referring to this: http://www.vizcayamuseum.org/

The only time I've ever seen one of those overhead tank toilets was from before I was even in elementary school. I was in England with my parents on a family trip, and my mom tried to set something up on top of it out of my reach, thinking there was a cover. It fell in, and went unretrieved, I believe it was a deck of cards or something. One of my earliest memories, oddly enough...
