  Looks like they salvaged the breakers and busbars out of each pannel

  They must have been pretty desperate for breakers - not like they cost a whole lot.

On the other hand, I'm surprised copper scavengers haven't ripped any wire out.

  Something odd here.. those armored cables have two hot wires...meaning that they were 240V. I wonder if these panels fed the HVAC units in the rooms. Can't think of what else in a hotel would need that many 240V runs.
