Probably not, that looks home made. The metal strapping hardly looks strong enough to hold the wheels on.

That and do you see any drive mechanism attatched to the wheels? It's probably a tow-car. Pulled along behind "put-puts" and handcars when they needed extra equipment to come along.

I doubt it's homemade...look at those brackets welded on to hold the wheels.

Yeah there's no way that it's homemade given the axle bearings look as if they were cast. The "strapping" is definitely not structural. This is probably a trailer for a speeder (a motorized little vehicle that were used before hi-rail trucks), and that strap is likely what's used to couple it to the speeder given the holes in either end of the "strap". It's probably still okay to use, but I wouldn't want to be on it when I see a VIA train or the railway police, lol.

Probably a "parts cart" for the RR crew in the area. Too small to be one of the trucks for those box cars and those wheels on it couldn't hold up to any sort of major load or speed.
