My office still has a 50 cent soda machine. I suspect they probably bought the machine back in the 80s and just never traded up to a new one, or modified it for higher cost, or whatever. I think it may just be because they're not out to screw employees on soda costs (they save that impulse for the paychecks ;-)

Our break room has a modern Pepsi machine, but you can get a 24oz bottle for $1.00 Besides buying a 6 pack in the store, thats a good deal.
