From what would the workers need shelter? In case of a plant emergency?

We were wondering the same thing. Every building seemed to have a shelter. I wonder if they did something like fire drills while at work.

it might have something to do with the rod mills above. If I remember right, the mills are above this... (?)

There was always a major fire danger due to the sintering process in the other part of the plant, but fires mainy occured along the D+H tracks. At some point a building behind the sinter plant burned, along with one of the control stations. Probably happened after the place closed, though.

I think they just point to relatively secure areas, especially in the sintering plant. But who knows what sort of mishap would cause them to be used.
