I believe these were sand-filtering units. They would have been full of sand, water comes from the settling tanks outside into the sand filters and flows through the sand from the top down. This is a common filtration process... I believe Cholorine is added after the sand filtering. The chlorinated water is alloud to settle for a while too (this causes most of the chlorine to come out of it, into the atmosphere, after it has killed all the bad stuff). If I remember correctly, it's then ready to drink (option: add floride, softeners, or other chemicals/additives). Had a tour of an operational water works a few years back....

I think you have to filter some of the cholorine out before it goes on its way. THats just a theory after dealing with some nasty pools and finding the cholorine will actually settle at the bottom.
