  The tunnel is open as part of a mountain biking path. I took that trip the other day. Unfortunately I didn't get any pictures. :(

  what do those rods do, keep people away from the walls?

  I suspect the angle prevents us from seeing the chain link fence attached to those rods. It's likely set up to protect people from falling rocks/concrete chunks.
