It reads: RESPECT in the Bathroom: Responsible: Go, flush, wash, dry. Throw away, pick up toilet paper and paper towels on the floor, make sure toilet paper falls in the toilet. Educated: Did I leave the bathroom clean? Safe: Doors are for privacy, not for swinging. Toilets are for sitting, not for standing. Crawling under stalls is not safe, use the bathroom and move on, leave the sink and floor dry. It is not safe to pick up other students. Proud: Leave the bathroom clean. Encouraging: Remind my friends to flush and wash their hands. Considerate: Be polite, get in and get out. If I see a mess, I should clean up papertowels [sic], let my teacher or custodian know there is a mess. Tolerant: Wait my turn.

Apparently that wasn't a concern. But you'd better not crawl under the stalls.
