While i was wrong. This was a CT [current transformer cabinet]. Rockford at one time owned its own power company. Common Wealth Edisons CTs usually bolted to landings but in this situation the CTs were mounted to the back of the cabinet and the cables either went through the donuts or they mounted lugs on the CTs .They still do this in other parts of the country. I think modern COMED CT cabinets are better.
