Alarm panel and fire-alarm system. Alarm is still active, but it can't communicate outwards and the fire alarm is only being monitored locally, it wont send out a 911 call.

It just insnt armed. Furthermore, if you look at the floor there is a bunch of wire stripings (pic 7), so the alarm was most likely installed after the place closed (unless they just never swept there floors when the place was open), to protect the vacant bldng, so it is most certainly functional.

i concur, that keypad is a recent DSC one, last year i was still installing the old ones

That thing with the antenna is a cellular backup. if the phone line is cut, the alarm calls out on the cell phone network. (that is unless the signal is jammed)
