They contain toxic PCBs so they are removed before general demolition.

Only older ones made prior to the 80's or so. the newer ones don't. Those lights look new enough to be safe. Here in the States, they don't usually take them out, I've found really old ballasts in the trash dumpsters at demo sites. not wise!

Ballast made between 1981 -91 contain a toxic chemical known as DEHP its also toxic hear in the states if you dont send them to the right place you are liable to superfund

Ive seen NOS ballasts at the home center with late 80s early 90s manufacture dates with a PCB warning on them.
