Under the walkway in the center of picture is a tunnel with all the steam pipes etc running to the power plant/boiler room in the rear center. You could walk underground from the main buildings at the front to this power plant at rear of area. Building at left once had machine shop on lower far end. Welding shop upper area. Ground floor closed to us was the Jobbing Shop, they made prefab jail walls there, narcotic storage boxes (for medical sections) key storage boxes and other stuff like that at the Jobbing shop.
