when a buisness goes bankrupt, and they wind up leaving the place go abandoned. they dont care, and dont have the money to spend to hire workers to remove all that stuff.

well the syndic takes over, and unless its active financial information its worthless, and well it usually gets turfed. the syndic has the job of paying the guaranteed creditors first then the secured creditors and finally the normal creditors get a percentage of what is left. Nobody gets anything when the actifs of the business are less than the debts.
