  Looks like a demand meter to me.

If this thing's still running it means someone comes out here once a month to check on it.
If it's like the ones I'm used to there should be a small button on the bottom out of the frame which has a plastic seal of some sort on it. Meter readers take the reading, remove the seal and use the button to reset the meter and then re-seal the button. If the seal is missing someone's been tampering with it.
I suppose it's entirely possible this could be an illegal meter as well. With the normal counter meters, they are usually turned sideways or have obvious signs of tampering- I'm not sure how you would rig up a demand meter though.

  This meter probably records the power that the gen puts out. The utility buys the power, owner makes money from utility company

  looks like one of thoes new "Smart Meters" that they are putting on new buildings/houses. They are usually tied in with the phone line and can report demand and other info to central office remotely.
