If this thing's still running it means someone comes out here once a month to check on it. If it's like the ones I'm used to there should be a small button on the bottom out of the frame which has a plastic seal of some sort on it. Meter readers take the reading, remove the seal and use the button to reset the meter and then re-seal the button. If the seal is missing someone's been tampering with it. I suppose it's entirely possible this could be an illegal meter as well. With the normal counter meters, they are usually turned sideways or have obvious signs of tampering- I'm not sure how you would rig up a demand meter though.
