I think it may be some kind of embossing machine or maybe for foil stamping.

Paper tape machine for boxes. The tape which is missing from the back of the machine, would be reinforced with a criss cross patteren of a fiber thread. The colored buttons would be used to select a predetermined length of tape and the water bottle on the right would wet the brush, below left to wet the tape as it comes out of the machine. Still used today in some places...
