'Institutional green' is in fact a historical hang-over from the Victorian Era.
At the time, with the paint technology of the era the Victorians needed a paint that was good in low light, hard-wearing, cheerfull looking and could be made in large quantities at the lowest price.
Light / mid Green
After a time it became a traditional and well recognised colour and many things were painted that way by default - without a second thought.

I had always thought that 'Institutional green' was cheap and did a good job at hideing blood stains.
