Yeah, it's the vent shafts for the toilets. Same as the ones in Place d'armes and Square Philips.

Those toilets were the first one built in Mtl in 1913. Then followed 19 others, in 3 different types, built as part of the public money to help during the 1929-30's crash. Those 20 public toilets, some underground some above grounds, were open 365 days a week, 24 hours a day until the 70's.

the most impressive piss place in montreal today is hands down the bell center with like a hundred urinals in one place!!! remeber next time you are at a hockey game, at any given time there is always someone pissing in the building!
