That is a rivet forge. It was used on job sites before welding and high torque bolts were commonly available. Rivets were heated in the forge by a smith who threw them to the riveters. They caught them in a small metal scoop (like a hiligh mit), placed it in the whole and then riveted it over. They have that shape cause rivets are small and no real serious forging of large stock was to be done so it has that small bowl. That thing on the bottom is a blower, probably was hand crank but the handle is missing.
