After parking at the entrance of the plant, I first went to the crazy tower on the hill, then doubled back to the entrance. From there I walked up the road taking pictures as I went, until I had my first encounter with one of the locals. They drove past me going down the hill, and then turned around and came back. I went back down the hill to my car to pick up the rest of my gear and see if I could find a way into the plant. A second car then drove by, which made three passes in a matter of 10 minutes - I figured it was time to go. My instinct proved right as the car that had just gone past turned around, and followed me out of the area.
