these look like raised floor sections for a room with computer terminals. You run the wires under them. They can be removed when you need to access the wireing.

Ah yes. Makes sense, but these seem to be home built there on site. Dont they normally buy that flooring and install it?

yeah access floors rest on a grid the tiles are not self supporting like this
