This looks like armoured cable to me il bet its permanent. When they redid my village hall they use as much aluminum cables as they could because they were cheap. This includes two 1,200 amp services 277/480 Y. I only use copper on my resi jobs.

Seeing that bare conductor it looked like triplex service drop. That must be that clear plastic wrap around the wire.

Yes it look like that but they have the hots,neutral & a bare equipment ground. The only way to use aluminum the right way is to use hipress crimp lugs or welded ones. At my village hall they just used the set screw lugs with an antioxide compound. The 4,000 amp service at my high school blew up because the cables were never retorqued after many years of use. These cables were compression lugs in the pad mounted transformer done by the utility. The lugs in the switchgear were aluminum bodied set screw lugs. All the main gear was destroyed in THREE LOUD EXPLOSIONS.
