  I doubt it was an ice rink. For a water park a ice rink is out of place.

  It was a skate park, West 49 put a park in when the park was open and running. I thought it was still operating when the park closed...guess not

  gtbikes51 was right it WAS a Skateboard park done by west49. It wasn't put in until AFTER the park closed. The idiots that ran it left the ramps out the first winter and they turned to crap, it lasted 1 full summer and think some of the next it opened in Summer of 2000 closed half way through summer of 2001. That's what it was, I live 10 minutes away and I have been there while it was in operation :)

  the miniture village was here. it was also used as a roller rink. followed by west 49 skate park. the park closed and the ramps sold (rumoured to have been sold to the person living up the highway, park visible from the highway). fun fact, was also used as a stage for a lowrider "hop off" couple years ago at scrape by the lake ( before the annual show was terminated)
