they were part of the new york state pavilion. the top one was a cafe, and in the bottom tent-like one there was a huge terrazzo map of new york state with the texaco stations marked. little kids could rent miniature cars and drive around "new york"

There had to be stairs to get up the towers. Could someone get to the top of the towers still? Would it be safe enough? Would make for some interesting photos I'd hope.

yeah, there are stairs inside the column to at least one of them i know. i have an old video of the fair when it was in operation, and they show people going up the stairs.

No, the stairs are not safe to walk up anymore. The city of New York let the towers go to waste and rot to the point where the only to get to the top of those towers is to scale up them. I say good luck to the brave soul that is so desperate to get to the top that they scale up it.

if you have basic climbing skills and gear it is not difficult to get near the top of the pavilion...the view is suprisingly good
