Description
What's this? I really don't know. It's an open-ended cylinder made from fairly thick rubber. I wondered if it might have formed part of a gas suspension system?

  That is (I think) an axle damper. You can see these fitted to larger lorries and tipper trucks - take a look at the back end under the load area.

I'd surmise that buses do the same, but less visibly.

  Maybe so. I hadn't thought of it being a damper - I thought it could be a kind of gas spring - but you may be right. Do you think the rubber itself provides the damping, or the air inside flowing through a small hole?

  IIRC the air inside is sent through a calibrated nozzle - meaning it damps a little at the extended range and proportionally more as it gets further compressed.

A one way valve re-inflates it on the upstroke until it reaches the mid-point, then it provides resistance again (damping).

Sometimes they are hooked together by a valve and piping, which gives an 'anti-roll bar' effect, without actually having an anti-roll bar.

  You are both correct, even if you are from the UK.. that is an "air bag" suspension part. Instead of using metal leaf or coil springs to perform the task of suspending the bus from the axles, air bags can be used for a smother ride. These are in turn controlled from bouncing like a child on a trampoline by hydraulic dampers. There is usually a load leveling device that will vary the air load in the bag to keep the bus at level height regardless of how many fat old tourists may be on it.
