  And since we are inapproriate: Lets just say that its more like the aftermath of the aftermath of a small series of atom bombs...
I suppose this is a ruin from when the booming economy (pun unintended, but good) after WWII and the Olympics in -64 died out and things went out of business like crazy in the 90-es and early 00-s. Just look at all the abandoned amusement parks that can still be found here and there in Japan.
