Reminds me of a fog chiller... If this was the kitchen, I'm sure it was to chill some sort of drink. Someone else may know more.

It's called a "cold plate". You route your Co2 and beer line into it warm. Ice goes on top and out comes cold beer! We had one in my fraternity house, but the cooling system was more the traditional "plate" it was a heat exchange unit which sat flat on the bottom.

we had one of these homgrown units in a bar i worked in, it was for the labatt blue, biggest seller so the kegs in the fridge didnt always get a chance to get cold
