Most powderhouses were never built to contain a blast. That is almost impossible. What they were built to do is direct the blast away from people. A building with 18" brick walls a a wooden roof would do just that.

Yep. The blast would first go UP, trough the roof (which probably isn't even anchored really well to the walls), and then possibly trough the front wall (but I guess you'd need detonation for that, something that gunpowder doesn't provide. dynamite does.)
