This was a building that housed the "political police" of HK prior to 1997. They followed orders direct from British MI5 and operated seperate from the local police. It was also used for interrogation and temporarily housed political prisioners/suspects. However it wasn't the main reason for its construction, it was actually constructed to defend HK. Not sure if you've seen the nearby artillery bunkers that overlooked the sea. To people that know cantonese, it is simply known as the "Bak Oak" which translates to White House.
