I guessed right! I'm pretty sure this is a hydraulic accumulator. Looking at the design of the tank, I suspect this one doesn't have a piston resting on top of the fluid, but relies on the weight of the fluid itself for energy storage. I still suspect that the hydraulic fluid was water in this case, rather than oil - oil in that quantity would be very expensive and hazardous.
