May have been to keep it looking nice, as many of the churches in this area look like this. Or it may have been to save it from getting bombed.

Welsh church towers look like this? The ones here are much more elaborate, even in the poor areas.

I'm shooting myself in the foot with this comment, but I actually saw a church tower much like this (but prettier) last night in a town 25 miles away.

Guys, is there any chance there is a hydraulic accumulator in the tower? A huge cylinder filled with fluid, with a weighted piston on top? It would store energy so that the dock gates could be moved more quickly. I want to check this place out!
