  I'd have to see the whole installation to figure out exactly what's going on, but here's my best guess. The motors look like slip ring induction motors from the pictures. This means they have a wound rotor which can be connected via the slip rings to external resistors. Changing the value of the resistors can change the starting characteristics of the motor, giving a high starting torque and low starting current, which would be important in a large installation like this. I suspect the thing BlueShiva has his hand on is something to do with the motor starting gear, possibly a timer. I doubt it controls the final speed of the motor - I can't see the need for doing so in this case, and it would reduce the efficiency of the system - but I could be wrong.
