I haven't been able to figure it out either -I'm thinkin' those piles of phonebooks everywhere were actually custom-height-adjustable water fountain access devices...

Maybe it was just a decorative fixture instead of a functional one?

Yeah, it looks like ornamental to me. I know that my parents use to have a similr looking fountain wall hanging, only it was more tear drop shaped...and I've seen pictures of similar decorations too...

Hmmm, I don't see any on/off buttion either -a continuous flow of water might suggest an eye-level hand-washing facility for all those medical types to use after all the real sinks filled up with pigeon crap.

Oompa, loompa, doopity-do.
Wait, no. Sorry. I meant that you should join the Lollipop Guild. Sorry for the confusion.
Sincerely, The "MCH" Westicle

My referring to her comment as 'pithy' could be either 'precisely meaningful; forceful and brief' or 'pertaining to severing or destroying the spinal cord usually by inserting a needle into the vertebral canal'. Or both?
