  I haven't been able to figure it out either -I'm thinkin' those piles of phonebooks everywhere were actually custom-height-adjustable water fountain access devices...

  Yeah, it looks like ornamental to me. I know that my parents use to have a similr looking fountain wall hanging, only it was more tear drop shaped...and I've seen pictures of similar decorations too...

  Hmmm, I don't see any on/off buttion either -a continuous flow of water might suggest an eye-level hand-washing facility for all those medical types to use after all the real sinks filled up with pigeon crap.
