Looks like an electric ez-go golf cart and next to it is its charger, and there's some sort of frame welded to it for carrying materials or tools. I think there are probably more golf carts in industrial environments than there are on golf courses!

I see it, but I think it's looking to the stars. And the way it's sitting makes it seem that it's weary of this world. Methinks the bunny headed skeleton is contemplating turning that golf cart into rocket so that he can frolic in the secret, skelton bunny fields of Neptune.
