  It flows in all tanks then will be pumped up in the left tank to be expelled to the river? And why does the right tank have two tunnel sections?

  my guess would be that the upper tunnel is gravity fed into the other tanks and the lower tunnel operates by a sump which probably gets activated once the water lowers itself below the top tunnel. this way your sump motor is only used at the end of a rain period to drain the tank completly.
