  Strange. It looks like the downspout of a gutter, but it isn't connected to anything.

  I know! They're all around this building. There must have been gutters up there at some point, or pipes connecting to the gutters on the roof.

  It could. The factory buildings had unusual drains and gutters -- I saw a gutter *inside* building B, and it was hard at work (it had just stormed down).

  It could be that the wall on this side extends higher than the level of the roof gulley on the other side? Hope that makes some sort of sense..

  Perhaps there is a hole above/behind the "cap"? Would also explain the paint decay.

  This appears to be what is called a "scupper". It catches water as it drains off a flat roof and drains it away down the gutter that you see in the picture. The high wall behind the scupper that is higher than the roof is called a parapet. Hope this helps and doesn't put you to sleep.
