If it hasn't been somehow walled (ceilinged?) off, I remember there being something like that there. Somewhere around the top of the stairs, there was a very rusty sunk-into-the-wall type of ladder that went up into a hole in the ceiling. I remember going through that hole into a smallish round room and seeing a glimmer of daylight through a hole in a cover another 10(?) feet above me. unrelated, but... Reading this reminded me of a time under the Ford Parkway bridge when the sun reflected off the Mississippi River into the little hole on the east side that leads to the bridge rooms lighting up the first room quite well.
