Now that I remember it, Armco Steel in Russell/Ashland had these on their old hotstrip. You were right about the vents.

Alot of the steel mills in Ontario have that as well. When ever I've asked somebody about why its like that nobody can give me an answer.

I'd imagine that they are either for some sort of venting system or a cover for a gantry for some sort of interior crane system. I was inside of Libby-Owens in Charleston but the inside was completely stripped.

As far as Seicer and I can tell, these are vents. The crane idea is a good one, but there weren't any cranes under there, or mounts/tracks for them either.

They are designed in induce drafts depending on the wind direction. Air can enter or exit depending on wind direction.
