This site was called the Valmont Railroad Museum, and is a section of track leased from Union Pacific. Not much of the information I can find is current - the latest article I can find referring to the museum is dated 2002. The cars all have stickers listing them now as property of the Museum of Railway Workers, which is - from what I can gathered - focused more in southern Colorado. The cars aren't in great shape, but evidently someone is somewhat actively looking after the property. The locks on all of the equipment is relatively new, and someone did drive up to the location as I was taking photos to retrieve some equipment from one of the sheds.
