History
Built in 1973, this 394 unit apartment complex has a marina theme with a large canal running throughout. Once considered a nice complex aimed more at singles, it slowly started to decline with the neighborhood. As of 2004 only 92 units were occupied. Water Gardens bought the 23.1-acre property at on Winchester out of bankruptcy in August of 2004 for $1.6 million, and planed to invest $10.5 million in its rehabilitation. However all plans fell through and in 2006 the city of Memphis officially condemed the property.

Future Plans
Unknown. Current owners owe lots of back taxes.
-There was a story on the local news the night I posted this location. Owner is to appear in court June 3, 2009. At that point he has the choice of either demolishing the property or selling it to the city or another party.
--The gates are now back up and locked. There are big signs the read "Property of Memphis Police Department"
--The New Direction Christian Church has bought the property and is tearing it down. Plans for the site are either a new neighborhood or a community center.
