I don't doubt it. The hatch you saw was not the same thing this guy saw. You're thinking of the escape hatch on the interior of battery 129, this guy found something entirely different. By the way, I have been in the PSR room. The doors are not welded shut, there is a pad lock on the entrance, and with the right permissions, you can see the inside.

I especially didn't look specifically at the PSR site. Four times. I didn't once see a welded "escape" hatch, or the pad lock on the front blast doors.
