It's been reported elsewhere that they were taking photographs of the site. It seems that they chose a pretty bad time to be exploring active infrastructure, what with the apparent threat of retaliation for Bin Laden's death.
Everybody in the comments seem to be convinced that they're terrorists, but news site commenters are usually idiots.
What do you guys think?

Starting to slightly doubt the "urban explorer" angle. Who goes to an active nuclear power plant at 4pm? In Britain. While the country is on a security edge.
Other option is that people are just really interested in the plant due to the nuclear activity in Japan right now. "General interest" is a pretty crap defense for being accused of terrorism though, so good luck to them.

Ah. I didn't see that the pictures in the article were old. What's left is probably still damn interesting to look at from afar, though.
