Hiding is reducing the contrast between you and your surroundings. If you were to take a picture of someone and reduce how much they stand out, they'll become invisible. If you're going to dress to hide, you want to avoid black. It's the least stealthy color.
You want to wear the colors of what you're next to. Unless you're in a sinner's coal chute at midnight, black's not it. Observe:
See how our ninja stands out dramatically? If he hides against a backlit tree he can get out of sight. Otherwise, the natural light from the sky and distant streetlights exposes him. No matter where the ninja goes, if he's in sight he's visible. And if he's out of sight, the black's not helping him - cover is. Now find the one wearing navy. You want non-reflecting dull colors, but you don't want to wear a catsuit (of any color) unless you want great risk of an interesting night in the police station.
US Air Force generals keep forcing the Stealth Bomber to be painted charcoal black, even though that's the most visible color possible for a plane. Daytime visibility is obvious, but even nighttime - except on the most moonless, clear nights (1/30th of the time, 1/15th of the nights at best) it is starkly visible against the sky.
Edit: Are these called 'morphsuits' after the Animorphs' fashion choice?

I suppose if the cops did catch you in one of those outfits, they'd just assume you were doing some bondage porn, and be hesitant to touch you. If you smeared yourself down with vaseline it would make things extra difficult, not only would they not want to touch you, but you could just slime your way to freedom!
Alternatively, why not get an Urban Ghilli suit? Normal ghillie suits have loops and stuff where you can stick local vegetation to help blend in to different terrain and plants. Maybe with an urban suit, you could stick empty beer cans, dead rats, and used condoms into the suit, and just lie down pretending to be a pile of trash!
Turn off the internet and go play outside.
